My Lord,
With reference to the first paragraph of my Despatch No. 276 of the 16th November, 1905,
I have the honour to draw Your Lordship's attention to the fact that while compliance with the directions contained in Mr. Lyttelton's Circular Despatch of the 19th September, 1905, entails a considerable amount of additional clerical labour in the Colonial Secretary's Office and in the Post Office, the system under which all orders for stamps from outside the Colony are passed through the Colonial Secretary affords no real safeguard in this Colony against supplies of stamps which are likely to be in request by dealers, being bought up by the Postmaster-General or other Officials in the Colony.

In this Colony the stock of stamps at the Post Office is in the custody of the Postmaster-General under whose personal supervision orders for stamps from
